The Approach |
| The Small Towns Environment Program (STEP) enables small communities
to solve drinking water and wastewater problems using less money
and more local initiative. The STEP approach is grounded in community
self-help, understood as the use of local resources, including volunteers,
to sharply reduce the cost of water and sewer projects. |
