The Small Town Environment Program – STEP

The Small Towns Environment Program has for 20 years enabled residents in more than 200 rural communities in 16 participating states to gain water and wastewater improvements through local initiative.

The Approach

The Small Towns Environment Program (STEP) enables small communities to solve drinking water and wastewater problems using less money and more local initiative. The STEP approach is grounded in community self-help, understood as the use of local resources, including volunteers, to sharply reduce the cost of water and sewer projects.
